The raised Chinese characters across the top read:

The lower inscription reads:
indicating supervision/issuance by the Shanghai Municipal Public Security Bureau Traffic Police Corps.

This is an actual used transportation/registration plate and not a modern decorative reproduction.
The plate has considerable authentic use wear, including scratches, scuffs, oxidation/staining, edge wear, a vertical crease/bend, and enlarged/rough upper mounting holes. The reverse also shows wear and residue consistent with previous mounting and use.
Despite the wear, the blue color remains attractive and the embossed Chinese lettering and seven-digit registration number display very well.
An unusual piece of Shanghai transportation memorabilia and a great addition to a collection of Chinese, Asian, international, bicycle, e-bike or unusual license plates.
