It was written and signed by Priest Victor Potapov and addressed to Archpriest Alexander Lebedeff, Secretary of the Eastern American Diocese of the Russian Orthodox Church Outside of Russia (ROCOR).

The letter concerns a private administrative matter involving Potapov’s clerical service and his relationship with the Washington parish and diocesan leadership.
