1949 North Atlantic Pact “Record Copy” – Annotated Reed Harris Pre-Release State Department Edition and the final released edition, with the revisions noted by Harris.
Original March 1949 Department of State publication issued immediately prior to public release of the North Atlantic Pact (NATO).
This example is not a standard distribution copy. It retains its original embargo notice:
“HOLD FOR RELEASE – For release at 6 p.m. E.S.T., Saturday, March 19, 1949.”
Most significantly, the cover bears a contemporary handwritten notation by Reed Harris stating:
“This edition destroyed. changes made, as in final edition, marked in this record copy. 3/18/49 Reed Harris”
The pamphlet contains numerous editorial annotations and wording revisions documenting changes made prior to final public issuance.
