It looks like these two ladies are having a good time while one strums the banjo and the other dances. Their expressions and movements make their enjoyment immediately recognizable and is what makes this a special photo. It's rare to see photos from the 1890s in which we can recognize the action and thereby identify the subjects' enjoyment.
This would have been an ill-advised time to take a picture - in the 1890s, movement resulted in blurred subjects. You may say, “Well, it DID result in blurred subjects, and it worked,” but the photographer didn't know that. The practical limitations of cameras at that time would tell a photographer, “Do not take this shot! Do not waste that limited number of shots! You do not want to spend all that time developing blurred photos!” But either by accident or experimentation, it worked. Now, we benefit from seeing this fun photo - a noticeable expression of enjoyment that deviates from an ocean of dull, expressionless 19th-century photos. Plus, it's quite a nice patriotic photo too.

I don't know the names of the ladies, the name of the photographer, where this was taken, or exactly when, but the flag is either the 43- or 45-star American flag, and the lady's attire suggests 1890–1891 or 1896–1900.
The condition is good for its age - there are a few noticeable but light creases, and you may notice fingerprints; these are from when the photo was developed and cannot be removed. These blemishes are more noticeable in reflected light but mostly unnoticeable when the photo is lying flat.
