This is a vintage 1960s Cincinnati Reds Mr. Redlegs mascot bobblehead (also called a nodder). The baseball-shaped head, handlebar mustache, red-and-white pillbox cap, and “REDS” jersey are the classic look of the team’s original cartoon mascot. 
Historic significance
The character was created in 1953 by Cincinnati Enquirer cartoonist Harold E. Russell as a tribute to the 1869 Cincinnati Red Stockings, baseball’s first openly professional team. He has a baseball for a head, an old-fashioned uniform, and that distinctive mustache—exactly the look on your piece.

The team even used the name “Redlegs” for several years in the 1950s to distance itself from the political meaning of “Reds” during the McCarthy era. This mascot appeared on uniforms, yearbooks, and souvenirs through the mid-1960s before the club switched to a clean-shaven “Running Man” version in 1968.
